As described in eld-8, a pattern and a fixed value should be mutually exclusive. Also see here: https://www.hl7.org/fhir/elementdefinition.html#ElementDefinition-inv

I would recommend using the fixed value on primitive data types like code.

fixed value prohibits unspecified extensions and id, so pattern can make sense even on simple types.
