Launch a v1 beta of the Tech Report dashboard

The v1 Tech Report dashboard only intends to maintain feature parity with the existing cwvtech.report dashboard.

v1 is a stepping stone to ensure that all of the infrastructure on httparchive.org is working and the results are consistent with the Looker Studio dashboard. We're working on a v2 of this dashboard on HTTP Archive infrastructure that adds new capabilities, coming later in 2024.

The goals of the v1 beta are to: encourage user testing, gather feedback, and assess performance. The report is not expected to be fully functional in its beta state, and we'll include a warning to make that clear to users.

• Review and merge [WIP] Add Core Web Vitals Report #785
• Deploy to the production website
