Description of issue

The URF Liberator Mission Shuttle charger is unbolted and does not charge the shuttle when bolted down either

Difference between expected and actual behavior

the shuttle charger should be bolted down and be able to charge the mission shuttle APC

Steps to reproduce

go to URF Liberator
go to the mission shuttle area
interact with the shuttle APC charger (blue box)
see it requires bolting
bolt the charger down
still cannot charge because its not connected to a powernet
