URF are unable to use certain vendors, cargo shuttle consoles, and mission shuttle consoles on the URF flagship.

Description of issue

Basically, certain URF vendors are unable to be used, as the ranks that should have access to them are locked out from these vendors. To my knowledge this affects all SOE vendors (as well as the doors that lead to the SOE armory!) as well as the medical vendors. There is a temporary fix where an admin can just delete the access requirements via var-editing, but this also means that anyone can use those specific vendors regardless of rank or faction.

On top of this, the URF are completely unable to access the consoles for both the cargo shuttle and the mission shuttle. This isn't able to be resolved by also var-editing/deleting access requirements.

It should be noted that so far, this has occurred on the URF version of the Base Assault gamemode, as well as Revolution on the URF version of Geminus and KS7.

Difference between expected and actual behavior

URF should be able to access and use the appropriate vendors and shuttles. Instead, they are locked out as if they lack the appropriate rank/clearance.

Steps to reproduce

1. Spawn in as URF SOE.
2. Try to go to the SOE armory.
3. Get blocked because the doors won't open.
4. Find a way to get past the doors and get access to the vendors.
5. Get locked out because the vendors won't work for you.
6. Try to access the mission/cargo consoles.
7. Get locked out because the consoles won't work for you.

Specific information for locating

This occurs with the SOE armory doors, SOE armory vendors, general medical vendors, supply console, and mission consoles on the URF flagship.

Length of time in which bug has been known to occur

Not 100% sure but I'd say at least a week or two.
