Air alarms are uninteractable in the UI

Description of issue

Click on all the things you want with the air alarm, they won't register

• Possibly caused by Add proper tgUI for the Atmospheric Control program #173

Difference between expected and actual behavior

Air alarms register input, both in and out

Casually approach air alarm, interact with it
