Bump tough-cookie and docpad-plugin-less

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [docpad-plugin-less](https://github.com/docpad/docpad-plugin-less). These dependencies need to be updated together.

Updates `docpad-plugin-less` from 2.5.1 to 2.10.0
