Funky things with alt uniform states and accessories

Description of issue

Alt uniform states are rather funky, rolling up sleeves for example causes a lot of things to disappear or to stay when they shouldn't. In this example, ranks disappear, command insignia stays at the cuffs (when the cuffs aren't even there)

Rolling sleeves should keep the uniform consistent
