"rough consensus" is mentioned in both Approving RFCs and Rejecting RFCs. For example:
If there is rough consensus to approve the RFC, replace "rfc-oversight-review" with "rfc-approved"
There should be a definition for rough consensus including a reference because not everyone in the DCP community is familiar with the process.
The same is true for similar sections in the charter process.
