User Story
As a researcher with a pipette / contributor, as more assay data related to ongoing projects that I manage becomes available, I want to make an addition to data and / or metadata in an existing project in the DCP, so that the latest data relating to my project is available in the DCP Browser.

Demoable Criteria
An additional piece of metadata can be added to an existing project.
An additional set of data can be added to an existing project.

Success Metric
We can correctly add new files and metadata to an existing project.

See AUDR 2019Q3 pre-RFC for evolving design. This task also incorporates accepting new and updated analyses.
