See the INSANE reliability working group 2019Q4 phase plan.

Acceptance criteria

The reliability dashboard (currently in prototype) displays the metrics currently available on how reliable the INSANE process is and how performant.
The reliability metrics backend keeps historical information on these metrics.
The reliability dashboard can display the historical reliability information kept by the backend.
Once the dashboard and backend are complete for 2019Q4, their existence is publicized to the entirety of the DCP.
