Main Nav - "Approach" menu not closing on focus exit

Detailed description

The "Approach" menu on the Main Navigation of ibm.com/design does not close once focus is removed - either by mouse or keyboard. This menu should close once focus exits otherwise it will block content on the page.

bx--header__nav / bx--header__submenu

Chrome and FF (macOS) - didn't try Safari

Steps to reproduce the issue

1. ibm.com/design
2. Open the Approach submenu by either clicking on or tabbing via keyboard to Approach in the Main Nav
3. Click outside of the Approach submenu or tab via keyboard out of the Approach submenu
4. The Approach submenu remains open
