IE 11 and MS Edge support

This animated SVG will not work on IE11 or MS Edge:

We would like to use this animation in our product (we are using as much IBM Design as is available) but cant'. We (and IBM) have many government users who are required to use IE so it would be great if someone could fix and test a version of this animation
