Check on SPI (and SPEI) and also homogen for our climatic workshops?

The new Climatic > Describe menu is nearly complete. (I have just approved @MeSophie work on profucing climographs.

a) Within that menu I am worried that the SPEI dialog may not be working well. I hope perhaps @jkmusyoka or @fran2or could check and specify an issue if they find problems.

b) And homogen should now be working? But it is also pretty untested. And I'm also not sure what we should be recommending (if anything) on changes to the (climsoft or clidata) data if we detect non-homogeneity? Maybe whoever doesn't do SPEI could look at this?
