Balloons on KernelF expressions are unreadable in dark mode #868

Version: 2022.3
How to reproduce:

Run MPS in dark mode
Hover over a KernelF expression (e.g. 4+3)
A balloon pops, but is black

Expected behavior: the type and value should be readable in the balloon.

There are quite a few different tooltips. Which one to you mean? Can you make a screenshot?
