index.adoc files within standard contents get converted by Jekyll to index.html #3

ISO-TC211/jekyll-theme-isotc211-helpers@615f614 fixes it for resources under /standards/<standard id> (by dumb-copying those after site generation), but not for /<standard id> (which are dumb-copied via Make target).
