When hovering over a segment of the skills wheel, it would be beneficial to show a summary of the question associated with that segment of the wheel

@Jbarget I've changed the priority of this. It's a great idea but it's not in our original scope, so this gets pushed to the bottom of the queue so that we can build what's in scope before we're out of time!
