Describe the bug
The "Arrange" function is not working properly.
I can drag, but drop doesn't move the clip to where I drop it, on occasion it will land where I drop it, but this is very inconsistent. When I try to move a clip from 6th position, to 5th position, it usually drops it in a random higher position. Dragging lower almost never works and never ends up where I put it. I can't drag anything to the bottom.
Right click>Arrange>Move Up does NOT work properly.
Right click>Arrange>Move Down does NOT work properly.
Right click>Arrange>Move To Top DOES work properly and moves any entry to the top.

To Reproduce
This can easily be reproduced by dragging up or down, and/or using the Arrange function in the context menu.

Expected behavior
The clips should move to where they are dropped and should move up/down when using the Arrange context menu.
