Disable automatic redirections across domain names when authorization or cookies are provided

Problem

The original problem is described in the Curl CVE.

Solution

This case should no longer be allowed by the FollowRedirections decorator.

To allow people that may rely on this current behaviour to still use it, a modifier should also be added.
