Support update for Ubuntu distro, NVIDIA platform and Python versions

Hello everyone
We would like to announce that at the coming release will be adding support for Ubuntu Noble (24.04) and Jetson Jetpack 6.
We will also be adding python 3.12 support

If you’d still like to run with one of the following EOL version, please leverage LibRS v2.55.1:

• Ubuntu Bionic (18.04)
• Jetson Jetpack 4.x.x
• Python 3.7 / 3.8

Current ETA is sometime around end of Q3.
I suggest clicking on releases "watch" button and get a notification on a new release. :)
