Dimuthu - “Create New Project” should allow only global admin to initiate project set up.

codexpotech - This page should also ask folks for uploading baseline spatial data on this region that become part of the visualization background layers. In other words we should ask them to upload data that creates the default spatial visualizations. Such as:
