Add a --version option to cardano-submit-api that will show the version and git revision analog to cardano-node and cardano-cli.

Including a version option for the cardano-submit-api would be useful to identify its version, similar to the feature available in cardano-node:

$ cardano-node --version
cardano-node 9.1.0 - linux-x86_64 - ghc-8.10
git rev bfa1f18469de246369fa60112b98e87440501b93

While it's not a blocker, the cardano-node team should consider implementing this basic feature.
