Add guide on how to store metadata in IPFS in the govtool process

As part of adding support for ipfs links in metadata in #1616 , there should also be a guide on it in docs.gov.tools.

I've tried multiple times to get this to work, and I cannot. I've queried @MSzalowski, @Ryun1 and @spannercode for an answer.
