Blog post request : Hugo image optimization

Hi there ! I loved reading your articles on Hugo. Coming to image optimization on Hugo, I could find 7-8 decent articles by Googling about it but none of them use the latest webp support introduced by Hugo recently in version 0.83. Also these 7-8 articles don't mention clearly:

• the location of resized images
• whether resizing is done for all images during build or only new images (the resources folder is meant for storing files which can be reused by hugo during build)
