So, in principle, can I make D3.js plots in WLJS notebooks?
can I use Google Charts too?

Yes. You can do it from JS cells using any library
Libs you can load from .html cells for instance like in Head section of any website

global libraries can be included from html cells, if it was "head" section of some web document
