Right in that unchanged form, of course not.
The torctl itself is a regular shell-script that will work wherever there is bash.
BUT

  1. torctl manages the Linux system firewall through the iptables program from the netfilter framework
  2. makes changes to the torrc configuration file before starting Tor

The Mac's system firewall design is definitely different from Linux's, but I don't know the details.
How to change (manually) torrc to run Tor with bridges on a Mac,
