Type definitions fail to load when GitHub is down

When launching or reloading the vscode extension, Roblox type checking will completely fail and cause type errors throughout the code whenever GitHub is down. Assuming the same issue would happen in an offline environment, there should be some fallback measures to avoid disrupting workflow where possible.
