Referendum 4 or 5 decided there will be no more liquid seeds (funding) campaigns.

Code change

Remove the ability to create funding campaigns (throw error)

Migration

Cancel existing ongoing funding campaigns and return the stake to the creator
Cancel staged funding campaigns and return the stake
