Add flag - is_reward

Add a flag is_reward or is_redeembable when creating a SEEDS Invite (join.seeds - invite and/or campinvite actions) which controls if the invite can be redeemed as a reward by existing SEEDS accounts(true) or if the invite can be consumed only when creating a new SEEDS account(false).
