The idea is to create a module for provider specific parsers. These parsers are going to be used to transform openQASM3 directives into provider specific SDK instructions. This feature would allow QPLEX users to utilize quantum backends that don't support openQASM3 (e.g. MS Azure, GCP Quantum).
