[Bug]: File double-click doesn't open new notebook window when app is already running #15

Does not cause crash, a minor issue but it would be nice if fixed [severe:s1]

What happened?

Opening via double-clicking a .pluto.jl file works great when the Pluto.jl desktop app isn't already open. However, when I attempt to open a second or third notebook from file explorer, nothing happens. Hopefully this is enough to reproduce the issue without logs; I couldn't find any sort of error or unexpected output in my log file.
