Real penalty app doesn't start showing ACP App inactive

I'm running 3 instances of ACSM named Server 1, Server 2, Server Test. Each instance has its own stracker config and realpenalty config, performed on the web GUI. Server 1 works properly with both stracker and real penalty, the first logs the laptimes and session, the second provides the message "real penalty "vers" is running". Once starting Server 2 and Test, stracker starts as per config and shows no laptime even if both TCP and UDP connections are properly configured. Realpenalty doesn't start and the message sent is "ACP App not running". Please have a look at the config (i've uploaded both debug rar) and suggest how to fix the issue. Thank you
