When energy calculations are run, the model should check that the capacity constraints are met in the pipeline. If so, then the pumping energy requirements can be calculated. Otherwise, the model should create an extra pipeline for the specific location and divide the flow in two. This will prevent to have weird behaviours of fast ramping of energy demands due to high flows in the pipelines.
Additionally, the initial number of pipelines can be calibrated based on historical water flow information taken from WEAP, matching them with historical statistics of energy consumption for pumping (see issue #71).
