Iv'e had this issue as well. I went back on my other machines and verified it only appears to happen on my M2 MacBook.
My Windows 10 & Ubuntu machines are able to install and use the Kaggle-Environments package without the above error.

The issue persists on Macbook air m1 2020, did you have any way of getting around it?
I have successfully installed v1.12.0 (no dependency yet was introduced)
I successfully installed it by first installing numpy 1.26.0 before installing the package and then doing the pip install Kaggle_environments
