We should add a CI job that builds the OpenAPI docs or at least validates them syntactically. PRs that change the CI (or rather all PRs) must not make the API spec invalid.

542c56a has made some progress in this direction. However the current state can still be improved by providing a way to view the built HTML version for PRs.
