Allow username only accounts to convert to email accounts with little to no admin intervention

Idea Description

If we still want to do something along the lines of security, can make the admin approve the change? Something like "$User wants to move to an email address account, allow them to register $Email to their profile? YES | NO"

Otherwise, if they don't have an email on file already just let them add one the first time. After that though to change an email it could do the "confirm old one" steps.

The main thing I'm trying to avoid here is the admin needing to dig through files of text logs, especially if they don't jump on the request from the user right away. It could be buried in days' worth of logs, making it a pain to find. This might need to facilitate some kind of admin action center in the control panel.
