Opening multiple windows via double-click on Windows is logged-out on attempts after first

On Windows (while smoke testing v0.25.4 release), double-clicking .kcl files to open the app works, but opened apps after the first window are all unauthenticated, showing the sign-in screen. Incidentally, they also take much longer to open, which I believe is related to the slowness our auth failure path has seen.

might be related to this #3957 also be sure when testing you have no local builds in the out directory or stuff, ive seen weird stuff w that
