Annotations created from generate_tracks batch file results in time format being in UTC. Annotations exported from VIAME web or DIVE desktop do not. Need to standardize - preferably the format from DIVE and not in UTC.

moved this issue to VIAME and outside of DIVE if it doesn't require a DIVE change: VIAME/VIAME#187
