It is typically easier if we hear back from plugin developers about their plans for a plugin but we do have a process for adoption where we do not hear back from the developer as documented here:
https://docs.moodle.org/dev/Plugins_adoption_programme#Forced_adoption

If you are happy with Michael taking on maintenance please let us know!

For the record, we followed the forced adoption procedure and made Michael the new lead maintainer of the plugin.
