Allow listing Mojira tickets like repo tickets

Using the same syntax, allow looking up a mojira ticket similar to how paper, sponge, etc repo tickets can be queried.

I recognize that the current system is likely setup just for GitHub and JIRA would represent an additional challenge. It may not be possible to grab all the same information, however I would argue that something is better than nothing :)

jira has a java library to interact with its REST api, I recall. https://bitbucket.org/atlassian/jira-rest-java-client that may be used to ease implementation
