I hope I'm not misinterpreting this, but I've noticed Aftab's notes in a document about reference periods for resources that are qb:Observations, and I'm not sure why they are converted as such. I don't have time to dig this up in the RDF files, so I left a quick comment under each decision :)

"2011M12D05 -- represents daily value and is converted into 2011-12-05"

if not already, it should probably use http://reference.data.gov.uk/id/day/2011-12-05

"2011Q1 -- represents quarterly value and is converted into 2011-01-01"

http://reference.data.gov.uk/id/quarter/2011-Q1

"2011M3 -- represents monthly value and is converted into 2011-03-01"

http://reference.data.gov.uk/id/month/2011-03

"2011S2 -- represents semester value and is converted into 2011-07-01"

I'm not sure what semester refers to. Perhaps you might want to check http://reference.data.gov.uk/def/intervals

"2011 -- represents annual value and is converted into 2011-01-01"

http://reference.data.gov.uk/id/year/2011
