Create regression test baselines and set up a testing framework. Tests to include:

Global MPAS --> Lat-Lon Target
CONUS MPAS --> CONUS LCC Target
2a) CONS MPAS --> CONUS LCC with wrf_mod_vars = .true.
NA MPAS --> Rotated Lat-lon Target
