The flag LEAN_DEBUG = 1 is not working

Reproduction steps

I configured the SMTP settings, but the emails are not coming. There is nothing in docker logs about PHP, nothing in logs/error.log either. The flag LEAN_DEBUG = 1 is set.

Just to confirm the log folder location should be inside the leantime folder in storage/logs/
