建议菜单文件改成文件夹,每组菜单,改成一个文件,这样可以灵活的,去判断每个菜单,存在不改,不存在,则导入

这样做的好处是,以后新增的菜单会自动更新到数据库,现在的情况是,如果菜单已经导入过一次,以后就只能手动导入了
