Context: Need to update services to employ coherent AWS Cognito user pools and their roles. Joint user roles are enforced by:

coherent access control
user quotas
areas of congruence metrics tracking

Targeted for v4D2, due on 31 October 2024. Details are in the v4 Joint Delivery Schedule.
