Several of the update base images now seem to want a newer version of jupyterlab. Rather than have it downgrade other packages, let's upgrade jupyterlab from 3.4.4 to latest (3.6.2 as of now) as well as the other packages in the dockerfile.

Tested and maap help jupyter extension works with jupyterlab 3.6.1
