better management and privacy of registered study manager users

Clear separation of organizations

I.e. e.g cant by default see individuals from another org. to add to a study …

as a first step, simply make sure that one can’t see members of other organizations in filtering auto-complete for adding study collaborators …

Also need to be able to remove registered platform users (ideally remove account independently) ... study ownership can fall to another person with admin rights in the study ... if none is provided, default to system admin
