config not shoiwng up. Factions not working

Steps to Reproduce this Bug

I moved the MassiveCore & all extensions to the plugins folder.

Observed Results

Hello, you're factions plugin won't work on our Server. There's no error showing up and no error in console. It's just deactivated and the config is not created by itself. MassiveCore and alls needed files are installed.
