[Bug]: 1.20.1 Fabric server startup will not generate a configuration file.

Description of the issue

Fabric server startup will not generate a configuration file.
If you use the Minecraft launcher client, the file will be generated in the config directory.
I don't know if I can use the client configuration file I copied over.

Reproduction steps

1. Download and start the server via https://fabricmc.net/use/server/
2. Move Extended Drawers to the mod folder
3. Start the server
4. Check that no configuration files are generated in the config directory

Operating System

Ubuntu 20.04.6 LTS and Windows 11
