Shield ignores rules after restart 1.20.1

Shields become transparent and non-solid after server restart, and start being solid with my desired mimic textire only after I change redstone signal, or change any of the shield's settings, if logs are needed just say where to get them
I'm also playing modpack ATM 9 if that helps
EDIT: version of RFToolsBuilder is 6.0.6, and I don't see any fixes for this on 6.0.7 and 6.0.8
