Issue description: When the owner dimlet required option is enabled, nothing seems to happen. You can create dimensions as normal. But when you actually try to add an owner dimlet it says you can't make a dimension without an owner dimlet. I think the logic somewhere is probably flipped.
Steps to reproduce:
Start new world (cheats enabled).
Add enscriber, empty dimension tab, and admin (owner) dimlet.
You can enscribe dimension with or without owner dimlet.
Change server config to require owner dimlet.
You can make enscribe the tab without the owner dimlet, but can't do it with it.
Versions:
Minecraft: 1.18.2
Forge: 40.2.17
CompatLayer (only if on Minecraft 1.10 or 1.11):
McJtyLib: 1.18-6.0.20
RFTools: 3.0.12
RFTools Dimensions: 8.0.10
